Modifying track monitoring

Suzanne Klaver requested to merge sklaver_configureTrackMonitors into master

This MR adds configuration of:

  • TrackMonitor on Velo tracks only (forward and backward combined)
  • TrackVPOverlapMonitor

The resulting plots are to be added in Monet.
