Change the single-charm combiners to reduce the rate

Close this MR. Yajing will implement the updates locally.

Not good to use single-charm combiners for the cross-section measurement, where the selection is quite loose to enable the analysis of a large pT-y region. Use the other combiner in charm region instead.

Latest rate tested using 100k hlt1 filtered MB sample: below 100Hz for each line.
