RecoConf: Clarify configuration of PrKalmanFilter and TBTC in Reco Sequences
This implements configuration functions for PrKalmanFilter to ease binding different property values to it. The TBTC config function is updated as well and is now also used to select on the output of the PrKalmanFilter in the ligh reco sequence. This initiative comes from avoiding the "shadowing warning" mentioned in !1854 (comment 6271707)
This MR is the basis of !1854 (merged), i.e. merging !1854 (merged) automatically merges automatically also this MR.
