Draft: Allow UT in some dd4hep tests
In order to see where we stand w.r.t. UT in the dd4hep builds this MR re-enables some tests with UT in these builds.
I also add an MC checking and data monitoring free version of hlt2_light_reco_pr_kf_with_mcchecking
