Add more variables to make_rec_summary in hlt2_global_reco

Adding some data handle to the function make_rec_sumary.

The datahandle upstream tracks has been added to the best track merger in the function make_light_reconstruction to feed to te RecSummaryMaker algorithm.

Needs Rec!3509 (closed) and DaVinci!897 (closed)
