Draft: add_optionfiles_smog2

Xueting Yang requested to merge xueting_addoptionfile_SMOG2 into master

2 SMOG2 pAr jobs are going to be added(see lhcb-datapkg/PRConfig!305 (closed) ) while the current hlt1/hlt2 baseline reco files don't work for them. 2 new option files are created.
