move beamline manually for PV finding
Introduce shift_beam option in:
- make_TrackBeamLineVertexFinderSoA_pvs
- make_PatPV3DFuture_pvs which allows you to shift bean to known position 1.20, 0.85. This is a hotfix, we should make it more configurable in the future.
Please note, the shift_beam option is set to False to make it backward compatible. In order to use this property you must switch it on.
