Draft: Add job for check tracking efficiency

Add an new option file allen_reco_check_tracking_efficiency.py that combines the reconstruction algorithms of four kind of tracks:

  • velo
  • velo_ut (upstream)
  • forward_with_ut
  • forward_no_ut

with mcchecking to check their reconstruction efficiency.

This branch is actually rebased on Dorothea's branch in Moore: dovombru_Allen_checker_in_Moore. So no need to test with the corresponding MR Moore!2462, since the current changes are already included here.

But need to be tested with MR Allen!1258.

The time used for a 10000 MinBias events is around 40 minutes.
