Persist Hlt2 line candidates in Sprucing for TISTOS

Sascha Stahl requested to merge sstahl_persist_topo_candidates into master

The MR implements the persisting of Hlt2 candidates in the DstData bank of the Sprucing. This is needed to be able to do TIS TOS offline.
A test that topo candidates are present in the sprucing output is added.

To be done:

  • Review
  • Decide on naming convention -> no comment received
  • Decide how to configure the list
  • Implement check that configuration is correct -> not here
