[QEE] Adding require_pvs() prefilter to spruce_qee_jets

Addressing #609 (closed)

Recreated the fault (instructions: #609 (comment 6892295)), now fixed locally testprodfails_fixed.log

Also absorbed the potentially confusing spruce_qee_jets.py into spruce_qee.py as per !2489 (comment 6896556)
