Postscale commissioning lines

The commissioning lines take up a large amount of bandwidth in the TURCAL stream.

This was useful for early commissioning, but now the monitors of these lines should be enough to look at.

The MR postscales the lines to 0 so that they don't take any bandwidth but still produce monitoring plots.
