update muon decoding caller

Alessia Satta requested to merge UpdateMuonDecoding into master

Update the python file that uses Run3 muon decoding (i.e. the MuonRawInUpgradeToHits). The decoding has been updated and the constructor needs an additional parameter wrt the prevous version This MR should go with LHCb!4160 (merged)
