Move qee/drellyan lines to Turbo (instead of Full)

Luke Grazette requested to merge lugrazet-qee-dy-inturbo into master

Spoke with lineauthor of qee/dy (@ldufour ) and was informed that the dy lines should be in Turbo not in Full.

They should have a low rate (will update desc with the previous MR's reported rates/bws) so I don't imagine moving them from Full to Turbo causes any issues but I've added the PR/hlt2_bw tag to perform the test.
