Add configuration for PrCheatedUpstreamTracking

Configuration for PrCheatedUpstreamTracking plus adding it to the cheated0-PR test. Along the way, the last commit adds new MC checking efficiency categories to monitor Upstream tracking also for electrons and distinguishing electrons from pair production.

Needs ref update because of 3092db2e

Goes with Rec!3535 (merged)
