WIP: Try to revive the Moore_RateTest to make a tuple of trigger decisions

As titled. Currently the script Hlt/Hlt1Conf/options/hlt1_example.py will run but produce an empty tuple - it doesn't schedule the Hlt1 algorithm. I've tried to add lots of comments to Hlt/Hlt1Conf/options/hlt1_example.py to describe the issue. Any help welcome, as I'm very new to the code!
