Small fixes to new 2023 BW test
Goes with lhcb-datapkg/PRConfig!344 (merged).
This removes the Hlt2QEE_DiElectron lines from the options for the HLT2 bandwidth tests, as they ask for a hlt1_filter_code that doesn't work with the 2023 HLT1-filtered min. bias sample. I also fix and therefore re-enable the corresponding qmtest.
