Make reco_prefilters more configurable and always skip UT raw banks in noUT standalone reco
The goal of this merge request is to avoid surprise-implicit change of the GEC as soon as the UT sends raw banks.
This needs a ref update because it changes the standalone reco function used by the tests running without UT -- before this MR, the GEC in this standalone function was not ignoring the UT clusters which are present in most simulations even in noUT scenarios. This means now the GEC is looser in the without_UT scenario as it only checks the SciFi clusters and the cut value is not changed.
