Settings for PbPb data-taking for HLT2

Adds HLT2 settings for lead-lead data-taking.

Stolen reco configuration from @gunther's MR !2721 (closed)

Lines similar to those of the commissioning settings for monitoring for PromptDQ were added.

Streaming settings also similar to commissioning settings.

Goes with LHCb!4366 (merged)
