T tracks updates for PrKalmanFiltered step for MVA filtered tracks and calorimeter reconstruction

Required to PrKalmanFilter the MVA filtered T tracks, and to add calo PIDs to T tracks at a later date

Moves bulk of hlt2 T track tracking code to hlt2_tracking
