Add qmtest for HLT1 with MC checking for samples with FTv6 decoding version

Adds qmtest for hlt1 baseline reconstruction with mc checking for samples with FT decoding version v6. Add the files:

Moore/Hlt/Moore/tests/options/default_conds_FTv6.py
Moore/Hlt/Moore/tests/options/default_input_and_conds_hlt1_FTv6.py
Moore/Hlt/RecoConf/tests/qmtest/hlt1_reco_baseline_with_mcchecking_FTv6.qmt

use from the testfiledb: upgrade_DC19_01_MinBiasMD.
