Tightened selections for the D* PID HLT2 line and prescaled the Omega PID line

Tightened cuts on the D's DOCA and DIRA, and added a cut on the D*'s DOCA. I've made it such that in d_builders.py the DOCA cut is an optional parameter, in order that the DOCA cut is not applied in any other line that uses the same builder.

I've also added a prescale of 0.001 to the Omega PID lines.
