Implementation of Full stream lines for BnoC

A full_lines dict is added to hlt2_bnoc.py, containing the BdToPipPim_NoPID_Full line for the moment. The make_full_lines function is defined to build the lines, which sets persistreco to True

A corresponding Sprucing line is also added to spruce_bnoc.py
