B2OC: tune rates of B2Dhh lines
Tune rates of the following lines. The rates are calculated from the retentions from running over 100k HLT1-filtered minbias events, as 1140 * N_retained / 100k. The first rate is that obtained from the current b2oc_upgrade
branch (plus a commit moving all of these lines back into HLT2), while the second is that obtained after the changes in this MR. Since 1 retained event corresponds to 11 Hz there is some uncertainty on the numbers, but we hope that these are now in the right ball park to be kept for HLT2.
