B2OC: 2024 rates tuning

  • as agreed this MR is NOT adding any new line
  • some (2) hlt2 lines have been removed, lines are swapped between hlt2 and spruce
  • some double charm lines with D0ToHHOrHHHH sub-decays are split into 3 instances: D0ToHH + D0ToHH, D0ToHH + D0ToHHHH and D0ToHHHH + D0ToHHHH, there will be 3 new lines replacing one old line but this shouldn't affect the performance.
