B2OC: Dsst Cone Cut

The current Ds* builder only has a mass cut in make_excitedd_to_dneutral. I found that the multiplicity of the Ds* is quite high. I added a cone cut which would only combine photons that are within a cone around the Ds to reduce some random combinations.
