Include mass monitors properly into recomon

I found a way to include the mass monitors into the the same GEC as the other monitoring tasks in the recomon sequence. This also gains a bit of throughput for RecoMon. This should go together with MooreOnline!293 (merged).I tested locally and it's fine from my side to be reviewed and mergedcontrol_flow.pdf

EDIT: the mass monitors have been extended by @dkaminar to also write out separate monitors for L0/L0bar and D+/D- for alignment checks.
