[QEE] Reduce EW Excl.Spruce footprint

Changes:

Prescale by 0.1 the following lines:
SpruceQEE_SingleHighPtMuonIso.
SpruceQEE_SingleHighPtElectronIso.

Prescale by 0.5:
SpruceQEE_SingleHighPtMuonNoMuID.

& Some minor python rearranging for some of the lines, doesn't affect performance at all.

BW Change

Recent ci-test: !3096 (comment 7671945)

See reduction in QEE's Excl.Spruce BW ~100 MB/s which corresponds to ~30% of what was in master. 👍
