Set pv_tracks=True for persistreco=True

Sevda Esen requested to merge sevda-check-pv-tracks-for-persistreco into master

For PV unbiasing in Sprucing or offline, pv_tracks option needs to be set. This persists the tracks used in PVs and a link between PVs and tracks. For lines requesting persistreco=True, this MR enables pv_tracks=True by default. This is mainly needed for inclusive lines such that sprucing lines can always have the option to do PV unbiasing.
