Simplify the monitoring and enable the creation of multidimensional histograms

Simplify and pythonize the generation of histograms using the new monitoring features provided in Rec!3791 (merged). With these changes the histograms can be generated for each input using a single algorithm, which significantly reduces the amount of algorithms that are created in HLT2.
