Few points for B2CC HLT2 [reduces the BW ]

We had few more points left that we want to still push, if possible. The MR indeed reduce the B2CC HLT2 rate and provides a flexibility to the analysts for future line tuning and adds some more info for the B->Jpsi Ks golden channel.

1. Add raw_bank to JpsimumuKshort detached lines -

2. Set prescale=0.8 on BdToJpsieeKstar and BuToJpsieeKplus line

3. Add @confirgable decorator in the basic_builder

4. Remove tr_chi2pndof cuts in basic builder

5. Change in make_muons

B2CC total test with 100k events:

Eff = (0.1120000 +- 0.0105771)%
Rate = 1.277 +/- 0.120 kHz
Filesize = 12MB for 10^5 events
Bandwidth = 153.2+/-14.4kB/s

Compare with master:

Eff = (0.1160000 +- 0.0107641)%
Rate = 1.322 +/- 0.123 kHz
Filesize = 13MB for 10^5 events
Bandwidth = 171.9+/-16.0kB/s
