Fix doc build & update HltEfficiencyChecker docs for DaVinci!1019

DaVinci!1019 (merged) updates HltEfficiencyChecker to use modern minimum bias samples - this MR updates the documentation accordingly.

Also fix the doc build by altering an offending link to a twiki page.
