Add inclusive B topological HLT2 lines

Inclusive B ('topological') 2- and 3-body lines, a Run 3 version of the original Run 1 and Run 2 topos.

Goes together with lhcb-datapkg/ParamFiles!26 (merged), which holds the BDT weight files.

The Hlt2Conf.test_hlt2_all_lines has been modified to run over an HLT1-filtered sample. As the topo's MVA response is effectively 'undefined' when running over unfiltered data (it was tuned on filtered MC) it has an unacceptably high accept rate. Requires lhcb-datapkg/PRConfig!126 (merged). The acceptable output rate of the test has been changed to account for this.
