Use HLT1 jet lines to prefilter inclusive jet lines. Requires Allen!1372

Uses the HLT1 lines added in Allen!1372 (merged) as a prefilter for the inclusive jet lines. This MR also adds aligns the inclusive single jet lines with the HLT1 lines.
