Draft: Apply GEC to BandQ lines with most excessive bandwidth in data than in MC

Following discussion in Moore#762, we found the problematic lines has some very busy event with large FT cluster number. We decided to have a NumberFTUTClusters>9000 cut to remove these busy event to avoid wasting bandwidth.
