[RTA/DPA BW tests] Maintenance on the bandwidth tests

Goes with lhcb-datapkg/PRConfig!421 (merged)

Built on top of !3448 (merged), so that one should go in first.

In Moore all we do is rename the sprucing stream configs to the name of the stream they are sprucing: wg->full, wgpass->turbo. turcal was already correct.
