Retuning of the Hlt2RD_TauToPhiMu trigger line

Domenico Riccardi requested to merge driccard_Hlt2RD_TauToPhiMu_retuning into rd-devel

This MR applies some changes on the Hlt2RD_TauToPhiMu trigger line to push down the rate. The detailed study of new selections implemented in the codes is reported here: TauToPhiMu_retuning_final. After the changes, the new rate estimation is around 70Hz. (This MR is linked to !3394 (merged))
