Draft: RecoMon with UT

Titus Mombaecher requested to merge tm_recophysmon into 2024-patches

This MR makes the necessary changes to have a similar tracking sequence but with UT in RecoMon. Leave this in Draft until running with UT becomes the default.

(for hacks implementation UT error scaling, use also LHCb!4606)
