flagging in hlt2

  • fix regex matching for production settings
  • add an example for flagging when privately running hlt2
  • add an option to do MC linking correctly when UT is included in production
  • use same options for public_tools used in data, i.e, disable material corrections for TrackMasterExtrapolator, TrackMasterFitter
  • add some documentation for flagging in Hlt1/2
