Draft: Make "VPRetinaCluster" the default in decoders.py

Make "VPRetinaCluster" the default in Hlt/RecoConf/python/RecoConf/decoders.py. Todo:

  • check if other changes are needed together with this
  • (potentially) clean up the configurations that had to bind this so far
