[DPAWP1] [RTA/DPA BW Tests] Turn off the monitoring in Sprucing for BW and Throughput PR tests

This as a short-term fix seems appropriate. Longer term I'm curious if it's better to have run_default_monitoring directly configured by logic like if options.histo_file is non-default but that will probably need more involved discussions

• Verify impact of these changes on the throughput.
  • As is didn't work, see: !3715 (comment 8257928) and !3715 (comment 8260010)
  • Led to !3721 (merged) necessary to force SL monitoring to obey global monitoring decision
  • Together with !3721 (merged), !3715 (comment 8260754), see great success
