Draft: add exclusive Velo tracks option

(To test) possible improvements to be made to bandwidth of persistreco

Idea is to remove Velo tracks (that can be persisted) that have overlap (i.e. are the origins of) Long and Upstream tracks in their 'persistable' containers. Should reduce event size considerably and with higher upstream/long efficiencies the differences are smaller in size. (UPDATE: basically all Velo tracks are saved anyway due to pv_tracks=True for persistreco).

Especially of interest in relation to !2589

To do

  • add option to recover all (from Long/Upstream as well) Velo tracks offline. So one gets only exclusive Velo tracks if one asks for it
