Add HLT2 BuSca Lines
To be tested with Allen!1600 (merged) and lhcb-datapkg/ParamFiles!90 (merged)
Add inclusive HLT2 lines that depend on the HLT1DownstreamBuSca trigger decision and persist all good downstream vertices TOS downstream vertices for offline study.
The rate is 0 when HLT1DownstreamBuSca is disabled. Since HLT1DownstreamBuSca has an output rate of <1kHz, this line should also have an output rate of <1kHz.
