RD hotfix for #840

Here we implement changes to bring rates and bandwidth down for RD trigger lines that are too much over the thresholds. Modifications are listed below.

• Hlt2RD_BToHH_Incl rate reduction from 264->104 Hz. Modifying make_rd_detached_dihadron builder. @tmombach
• Hlt2RD_BToMuMu{_SameSign}, Hlt2RD_BToMuE{_SameSign} add muon raw banks (rates are negligible, so shouldn't make any effect) @tmombach
• Hlt2RD_B0ToKpKmEE, Hlt2RD_B0ToKpKmEE_SameSign on b_to_xll_hlt2.py: apply tighter requirements on the phi builders, @mveghel, @rmwillia
