Draft: Reduce rate of SLB lines in full stream

@anmorris I am opening this blind to help a bit testing the impact on the rate before we can properly tune it with the ntuples you are preparing

@mvesteri @alupato @amathad in addition to extra cuts I went with an extra 5x downscale on FakeMuon lines for baryonic decays, lmk if this is too aggressive
