Add some missing RICH HLT2 configuration options

Fixes a couple of missing configuration options from the first implementation.

Note, some updates to Moore reference logs are expected and are done in !410 (merged)

Should go with Rec!1962 (merged) Brunel!965 (merged) !410 (merged)
