SLB Nov Hackathon: Hadronic tau builder tuning

Bo Fang requested to merge bfang-tau3pi-tuning into SLB-Nov24-hackathon

For hadronic tau builder, loosening tau_BPVDIRA from >0.998 to >0.99, add tau radial distance cut w.r.t BPV in range of (0.15,5) mm. Running on 100k data, reduction of total BW for hlt2 SL lines is tested to be ~5%, for sprucing SL lines to be ~10%.
