SLB Nov Hackathon: remove hadronic electron lines
This MR sets the prescale to 0 for all sprucing lines with a hadronic decay including an electron, including fake electron lines (not including tau->e lines). Setting the prescale to 0 allows to turn off the line while keeping the code in the repository in case we want to turn these lines on for future resprucing campaigns. BW numbers below taken from UpgradeRateTests
