Do not strictly require ConfigurableMeta inheritance

Niklas Stefan Nolte requested to merge NN_setup_components into master

changed the if statement in setup_component, to import with importlib only when alg is a str I do not want to rely on ConfigurableMeta for that.

(This came up as part of an exercise to make the Allen configuration Gaudi/Moore compatible)
