add neutral / charged classifier

Configures algorithm from Rec!4274 (merged), also needs LHCb!4943 (merged), Lbcom!808 (merged), lhcb-datapkg/ParamFiles!126 (merged)

To replace the with occupancy plagued track-cluster match chi2 only classification. Requirement on the classifier output is set to the same background rejection as the old match chi2 requirement (hence increase of efficiency for signal). See below:
