Final modifications of lines targeting strange decays for 2025 data-taking

Goals

Include additional modifications to lines selecting strange decays. No major refactoring of the builders or the line definition will be applied in this set of changes. Modifications include:

  • use more meaningful and robust names, especially for lines selecting downstream decays
  • check requirements on downstream lines
  • check requirements on electrons
  • tune the prescales
  • improve the line docstrings and update the CODEOWNERS
  • Revisit \Sigma\to p\pi^0, with \pi^0 dalitz

Changes

  • Added four new lines, targeting same-sign cases for K_S^0\to\pi^+\pi^- e^+ e^-
  • Improved electron requirements to be more efficient at a similar rate
  • Improved downstream line requirements to be more efficient at a similar rate
  • Improved requirements on some of the K_S^0 detached lines to increase efficiency at a similar rate
  • Tuned the prescales
  • Tweaked line names

No change in bandwidth for Turbo lines: 0.01891 GB/s
